Spl allowances for key professionals likely

Providing special allowances for some key professionals with intensive technical knowledge is under consideration of the National Pay Commission as the government plans stemming a tide of brain drain from Bangladesh.
Doctors, engineers, researchers and scientists are among the must-haves whose services are considered indispensable for the country, sources said.
The professionals, having such skills, may get the incentives if the proposal is made finally in commission report.
Bangladesh Institute of Development Studies (BIDS) survey 2018 says 39 per cent of Bangladeshi youth aged 15-29 were willing to migrate abroad for work.


Fund for Peace data show the brain-drain index for Bangladesh 7.6 in 2019, which was higher than the global average of 5.55 index points.
Some pay commission members, preferring anonymity, say special incentives or allowances can encourage talented youths, having intensive technical knowledge, to serve for the country.
The Pay Commission, headed by former Finance Secretary Zakir Ahmed Khan, discussed the special allowance issues in its second meeting following proposals from some of its members. The National Pay Commission 2025, formed on July 2025, is mandated to submit its first report by January.
As per terms of reference, the 23-member commission will recommend on nine key issues, including a timely and appropriate pay scale for government officials and employees and specialised job-holders, including in semi-government and autonomous institutions, state-owned enterprises, state-owned banks and financial institutions, public universities, and state-owned industries.
Talking to the FE, pay commission chairman Zakir Ahmed Khan said the Commission would finalize its report on the basis of stakeholder opinions.
"We will seek opinion sending questionnaire to the stakeholders soon,"
he said.
