Thirty years of successful reform in China

THOUGH China was an ancient civilised nation, but in our childhood we came to know from the book that the Chinese people were made to sleep for most of the day using opium and their girls were used to put on shoe made of iron. In the books it was published that China was a sick country. But after the successful victory of the Chinese Revolution under the leadership of the Communist Party of China, Comrade Mao Ze Dong as the leader of Chinese Communist Party announced in Tiananmen square on October 01, 1949, "Chinese people have stood up". Since then China has gradually turned itself into a healthy, strong and cherished country.
China proved her supremacy getting the highest number of Gold Medals in Olympic Game organised in Beijing. The people of the world as well as of Bangladesh were impressed by colourful opening and concluding functions as well as overall management of the Olympic Games. We strongly feel that the spirit of the Olympic Games is still prevailing.
Besides this, on September 25, voyaging Chinese astronauts into space for the second time and walking in the space for the first time demonstrated the extraordinary development of China in the field of science and technology. After the foundation of New China under the leadership of Comrade Mao Ze Dong and reform of its economy and opening-up measures initiated by Comrade Deng Xiaoping, China established itself as a country of the world for peace, development and stability.
The Chinese Government and the Chinese Communist Party have formulated the economic policy for reconstructing the country after the Great Chinese Revolution in 1949. The Chinese people concentrated their efforts on achieving a new economic order on the basis of cooperative and commune system-based on the concept of a planned economy. China gradually developed itself, despite an adverse situation in the field of employment, education, health, medicare, food and shelter. Afterwards, socialist reconstruction continued at every sphere of life in the Chinese society.
China has gradually emerged as a self-reliant nation through hard work and perseverance of the Chinese people under the leadership of the Chinese Communist Party. The reform and opening-up policy was possible, depending on the development structure and economic base which was implemented during Comrade Mao Ze Dong-period, despite some errors. The development and advancement was never a bed of roses in China. Previously, the imperialist forces were engaged to conspire against China. The conspiracy of the imperialist forces are still continuing.
Marxism-Leninism is a philosophy of continuous development. A stalemate may develop in the field of economy, politics and culture if we are not able to develop further the productive forces. For this reason, the mode of production and productive forces should be developed on an urgent basis. A huge opportunity has opened up in China in the field of production due to application of modern technology.
The living standard of the Chinese people has been improved by using the productive forces including technology and through improved production. Comrade Deng Xiaoping had realised this issue deeply through his wisdom and foresightness, considering the superiority of socialism over capitalism. He realised the focal direction of the development of the world situation. He had taken the initiative to establish socialism with the Chinese characteristics on the basis of reform and using modern technology for the well-being of the Chinese people. But he emphasised on the four points to practise modernisation. Those are: 1) to remain firm to the path of socialism ii) to maintain the dictatorship of the proletariat. iii) to uphold the leadership of Communist Party and iv) to practise the Marxism, Leninism and Mao Ze Dong Thought.
To build up the socialist system with the Chinese characteristics, Comrade Deng Xiaoping had proposed reform programme in the third Plenary session of 11th Central Committee of Chinese Communist Party in 1978 and the proposal was approved. During the period of New Democratic Revolution, Comrade Mao Ze Dong upheld the policies to encircle cities from villages. Similarly, Comrade Deng Xiaoping had taken initiative to implement his reform programme first at village and then in city. As a result, after 30 years of reform programme, China has become a modern industrial country. For this reason, all capitalist countries have admitted that under the leadership of the Chinese Communist Party, the success of China is unprecedented. Since 1979 to 2007, on an average the growth of its GDP has been near about 10 per cent. At present, China achieved the third position in world order as an economic power through the economic reform on the basis of the Chinese characteristics. Aiming at socialist construction on the basis of socialism with the Chinese characteristics was a creative development of Comrade Deng Xiaoping. It has been proved that Comrade Deng Xiaoping is, in reality, the architect of modern China.
In the economic system under the Chinese reform programme, a specific role for individuals exists. The basis of socialism is social ownership over the means of production. So, there are few debates on the necessity of individual ownership and foreign capital. But the Chinese Party thinks that their county remains in the primary stage of socialism. Different types of ownership will exist in this stage.
The principal objective of socialism is to free a country from poverty and not equal distribution of poverty. Before the revolution in 1949, China was considered as a backward country. So, the principal objective of the Chinese Communist Party is to eliminate the backward economic system. The Chinese Communist Party now thinks that centralised and planned economy is not suitable in the current situation. Different countries experienced different systems. The disintegration of the former Soviet Union was an example of that bitter experience. Taking experience from this, the Chinese leadership has helped to foster the specific role of market. From this view, the free market economy had been adopted in China. But there is not any reason to consider private ownership as the motive force in the mainstream of the Chinese economy. Rather, state ownership is the main base of the Chinese economy as most of production-oriented industrial sectors are under state sector.
The most remarkable aspect of the leadership of the Chinese Communist Party is that the leaders analysed every thing on the basis of dialectical materialism and, afterwards, accepted the right ones, abandoning the wrong things. In this way, the great China practises its economic reform, and programmes for modernisation by implementing political decisions and pursuing a forward-looking foreign policy.
We are now observing that the Chinese leadership are marching forward, by remaining firm on principles and flexible on tactics. The economic recession in the USA which is the leader of world capitalist world is much more serious than the economic recession of 1929. But economic and political stability in China under the leadership of Comrade Hu Jintao is still continuing. As a result, China has turned into a prestigious nation in the world community.
If China persists with its uninterrupted economic development, the country will turn itself into a modern industrial country around 2025. But the imperialist countries will create hindrance to the ways of development in China.
The leadership of China has successfully established the sovereignty of China over Hong Kong and Maccao on the basis of one-country, two-systems. This principle was formulated by Comrade Deng Xiaoping. We firmly believe that China will establish its sovereignty over Taiwan on the basis of one-country, two-systems, because Taiwan is the inseparable part of China. On the foreign policy, China completely practises a non-aligned policy on the basis of five principles. The role of China against imperialist policies has developed with a new dimension to its role in ASEAN, Shanghai Cooperation and the SAARC. These are strong steps to resist the U.S. supremacy.
We are observing with deep appreciation that the Chinese leadership is trying with heart and soul and leaving no stone unturned to build the neighbourly good relations between the peoples of South Asia and peoples of China and we are, as part of the south Asian peoples, are also trying to build the warm relations with the people of China. With the perspective of the new century, the friendly relations and good environment between south Asian peoples and the Chinese people will play a positive role in the economic development for 2.65 billion people and it would be replicated over Asia and the world as a whole. But the U.S. imperialists including other neo-colonial powers will try to destroy the hope and expectation of the South Asian and Chinese peoples, in collusion with South Asian ambitious power clique and communal forces. The imperialist power and the vested interest groups want to push South Asia to compete for procuring arms ammunition and nuclear weapons. More than 1.35 billion of South Asian people will be the helpless victim of this arms race. So, all progressive forces have to be careful against such activities. The present economic prosperity and political stability in China will play a remarkable role to make stable the world situation. As a result, the role of China in favour of world peace has turned it into a new center for peace movement of the world.
After the collapse of socialism in the former Soviet Union and Eastern European countries, imperialist forces propagated that the socialist movement finally disintegrated and would not able to survive but victory of the leftists in Latin America and the recent formation of a Communist government in Nepal have proved the propaganda of the imperialist forces regarding socialism, futile. The socialist movement is a scientific course of action. This truth has bee proved again on the occasion of celebrating the Chinese revolution by the socialist China including the oppressed peoples of the world. Social science is always creative and develops like a natural science. For this reason, the socialist movement is now developing in the world with a new dimension. The socialists movement in Bangladesh is also developing with a new sense of direction, facing an adverse situation. There is no alternative to socialism for emancipation of the people of our country. The total emancipation of our people is not possible within the framework of the existing social system as the productive forces and means of production of our country are captive in the hands of imperialists, plunderers and remnants of feudalism. The socialist movement of the world including that in our country will be inspired and confident, celebrating the 59th founding Anniversary of the Chinese revolution and its 30 years of reform.
The US imperialism feels the necessity to establish another modern naval base in South Asia other than Diaego Garcia to control South Asia. America is also interested in the Saint Martins' Island. Though US government has succeeded to impose unequal treaty like the SOFA and HANA, but it is also looking for its ultimate goal.
The US imperialism is trying to practise the philosophy of neocolonies in new aspects in the unipolar world. They are always busy to plunder our mineral resources. The united struggle of the people of our country against imperialism and its local protectors as well as the vested interest groups will make it possible to uphold the interest of the people. The people of Bangladesh have a glorious tradition to fight against imperialism and the vested interest groups,
Despite the historical tradition of struggle and creative intelligence of our people, those are not developing because of different limitations. On the other hand, our people have been inspired by the gradual success of the Chinese development. The friendship and understanding between the peoples of Bangladesh and China in areas of cooperation including those in the state sector have been on ever since the beginning of diplomatic relations between the two countries. The Bangladeshi people firmly believe that this process of friendship will gradually help to increase the Chinese role in Bangladesh to develop our economy, industrialise our country and make social advancement and progress. We also expect that in the 21st century, our relations would be stronger in the field of industry, technology and modernisation.
After 30 years of reform and opening-up, economic growth and political stability of China are in better shape than in the rest of the world. This process should continue for a great leap forward of the country in the relation to its comprehensive programme.
