Tk 790.31b ADP for FY’15 set to be approved today

The government is set to approve today (Tuesday) Tk 790.31 billion Annual Development Programme (ADP) for the next fiscal. The allocation is 31.71 per cent higher than the revised and 19.98 per cent higher than the original ADP for the outgoing fiscal, officials said Monday.
Planning Commission (PC) officials said they would place the draft ADP for the next financial year (FY) 2015 before the National Economic Council (NEC) meeting for approval.
The Commission has proposed Tk 790.32 billion ADP outlay for the upcoming FY2015 fiscal with a provision of making available Tk 513.31 billion or 65 per cent funds from domestic resources, and the rest from external sources.
According to the draft development programme, some 1,034 development projects have been proposed to be included for implementation in the next fiscal.
The next development budget for the second time will also have an allocation of Tk 56.85 billion for the state-owned autonomous organisations and corporations.
After inclusion of the outlay for the autonomous bodies and corporations, the total ADP size has stood at Tk 847.16 billion, PC officials said.
A Commission official said the communications and transport sector has got the top most priority in the proposed ADP for the next fiscal as an allocation of Tk 180.98 billion has been proposed for the sector. An amount of Tk 81 billion is likely to be earmarked for the Padma Bridge project next fiscal.
The education and religion sector will receive the second highest allocation of Tk 940.31 billion or 11.90 per cent, power third highest Tk 92.78 billion or 11.74 per cent and infrastructure planning, water supply and housing sector the fourth largest Tk 78.77 billion or 9.97 per cent of the total proposed ADP outlay.
The rural development and rural institution sector has been proposed to receive fifth biggest Tk 68.71 billion or 8.69 per cent and the agriculture sector sixth highest Tk 55.75 billion or 7.05 percent and the health, nutrition, population and family welfare sector Tk 49.43 billion or 6.25 per cent allocation of the total outlay.
A PC official said they have proposed Tk 42.26 billion or 5.35 per cent 'block allocation' of the total Tk 790.31 billion outlay in the next ADP.
The PC official said of the 1,034 projects in the upcoming ADP, 1,005 have been included from the ADP of the outgoing FY2014, and 29 are newly-approved ones until the date of drafting the new ADP.
Of the total included projects, 324 will be completed within the next fiscal, he added.
Besides, the ADP of the next fiscal will also include 683 non-approved projects without allocations, 276 non-approved projects with a hope of getting foreign assistance and 40 projects for implementation through public-private partnership (PPP).
