Tk 970b ADP for FY ‘16

The government approved Thursday a Tk 970 billion Annual Development Programme (ADP) for the next fiscal year, 29 per cent up from the current fiscal year's revised outlay.
In the current financial year (FY) 2014-15, the government has revised the ADP downward to Tk 750 billion from the original outlay of Tk 803.15 billion.
The National Economic Council (NEC), headed by Prime Minister Sheikh Hasina, approved the ADP at its meeting at the Planning Commission in Dhaka, Planning Minister AHM Mustafa Kamal told reporters after the meeting.
The NEC also approved a Tk 39.96 billion worth of development programme budget for the state-owned autonomous and semi-autonomous bodies for the next financial year (FY) 2015-16.
Mr Kamal said: "We (Planning Commission) proposed a Tk 925 billion ADP at the NEC meeting today (Thursday). Since there were more fund demands from different ministries, the Prime Minister had allocated Tk 45 billion extra money. Now the actual outlaw of the next ADP has stood at Tk 970 billion."
"Besides, the NEC has allocated Tk 39.96 billion for the autonomous and semi-autonomous bodies under the government. So, the total ADP outlay has stood at Tk 1.0 trillion for the next fiscal year," the minister said.
Since the PM has given additional Tk 45 billion extra funds for the next fiscal ADP, he said, they will keep aside Tk 10 billion for power sector development, and the rest of Tk 35 billion will be allocated for other government ministries and agencies based on their demands.  
Out of the Tk 970 billion ADP, the government has allocated Tk 625 billion from internal resources and the rest of Tk 345 billion from external resources (as project aid).
The allocation from internal resources is 64.43 per cent of the Tk 970 billion ADP outlay while the project aid (external resources) is 35.57 per cent.
In the current revised ADP of Tk 750 billion, the government had provided Tk 501 billion from its exchequer and the remaining of Tk 249 billion from external sources (as project aid).
The finalised ADP for the next FY 2015-16 has allocated the highest amount of funds for transport sector.
Power sector has obtained the second highest, followed by physical infrastructure, water supply & housing sector, education and religion sector, rural development and rural institution and health sector.
According to the Planning Commission, a total of 998 development projects have been included with new ADP.
PC officials said out of the total 998 projects with fund allocations, 324 ongoing projects will be completed within the next FY 2016.
Besides, the ADP has incorporated a list of 40 Public Private Partnership (PPP) projects without any fund allocations, they added.
Padma Bridge Project, the largest project of the country, has got Tk 72 billion fund allocation for its construction work under transport sector in the next year development budget, an official said.
The ADP is a part of the national budget which is dedicated for the country's infrastructure and social developments.
