TO WHOM BELONG DHAKA CITY'S ROADS AND PAVEMENTS?

Barring a few major city streets that are off limits to rickshaws and vendors, most roads, lanes, by-lanes and pavements remain occupied by rickshaws, battery-run or otherwise, hawkers of all types during peak hours. Shops dump their goods on the pavement leaving almost no room for the pedestrians.
