l To Promote Balance National Development and Diffusion of Power
Promote diffusion of power and provide a comfortable living environment for the Greater Seoul Metropolitan Area.Construction of a new administrative capital.

Establish and maintain harmonious between labour and management (e.g. empowering the Tripartite Commission of Labour, Management and Government).
