Traffic imbroglio

This is an overpopulated country and Dhaka is an overpopulated city. This is most felt on the streets of the city.
Now a days it seems the city totally lacks any traffic system. Traffic jams are seen all over the city.
But are they really jams? It seems that it is the traffic police who like to keep people waiting. Even the 'jams' are not orderly. One just has to bide away the time at those times. Sometimes it is a complete halt, other times it is a crawl. And the vehicles have to 'fight' to keep their place.
The question is, should we accept it as a chronic ailment or is the solution just around the corner?
There are certain areas that can be called jam-infested. Is something being done about the situation at those places? Do they have, for instance, plans for more fly-overs, specially for those critical spots? What is the cause? Are there more vehicles that is the problem or less roads, or both?
For those who move around in personal transports the situation is one of acute frustration and helplessness.
I would thus request the metropolitan authority to kindly undertake practical and workable measures to tackle the problem of traffic jams in our fair city before it really gets out of hand.
