Training course on procurement opens

The process of building skilled manpower in areas of procurement is going on through sustained training and other relevant programmes for personnel engaged in procurement in public agencies and bidding community under the Public Procurement Reform Project-II.
Secretary (in-charge) of the Implementation Monitoring and Evaluation Division (IMED) of Ministry of Planning Abdus Sobhan Sikder said this while opening a comprehensive three-week residential training course on procurement of goods, works and services at the Engineering Staff College, Bangladesh (ESCB) at Char Bausia, Gazaria in Munshiganj district Sunday, said a press release.
A total of 30 mid-level officials from Road and Highways Department, Local Government and Engineering Department, Rural Electrification Board and Bangladesh Water Development Board are taking part in the training organised by the Central Procurement Technical Unit (CPTU) of IMED.
Chaired by Rector of the ESCB Prof Engineer MA Hannan, the inaugural session was addressed, among others, by Acting Country Director of World Bank Bangladesh office Dr Zafrul Islam, Dean of the Faculty of Procurement and Supplies of ESCB Engineer ARM Anwar Hossain and Team Leader Liam Heavin.
Speaking on the occasion, Mr Zafrul Islam gave a brief account of the main features of procurement act and rules.
The secretary in his address said it was necessary to properly understand the new Public Procurement Act and Rules. He also urged the participants to understand and appreciate such rules.
"Social communities will be made aware about procurement and they will have the right to information on public procurement process. Initiative has also been taken to introduce e-government procurement system that will give better access to procurement opportunities to all and establish a well-functioning procurement system in the government," he mentioned.
Under the PPRP-II, the Public Procurement Rules came into effect from January 31, 2008.
The objective of the project is to strengthen the public procurement system in Bangladesh with a particular focus on four target agencies through: Enhancing capacity by creating a sustained programme to develop skilled procurement professionals, strengthening management and monitoring of the procurement process, introducing e-government procurement and creating greater awareness of a well-functioning public procurement system in Bangladesh.
