Transparency, accountability must to intensify good governance: Speakers

RAJSHAHI, Aug 24 (BSS): Ensuring transparency and accountability is inevitable to intensify good governance for institutionalising democracy.
Speakers said this at a discussion on 'Participatory approach to strengthen democratic local government system' jointly organised by Association for Community Development (ACD) and the Citizens Alliance for Promoting Transparency and Accountability (CAPTA) at the ACD conference hall in the city Monday.
The speakers stated that importance should be given to building awareness among the general public as well as the
community people about their fundamental rights so that they could contribute to the process of strengthening democracy.
Ultimate goal of the meeting was to identify potential areas to be improved and taken action at the local level to enhance the capacity of the stakeholders for participatory and transparent governance.
CAPTA district unit coordinator Shafiul Awal and its Training Manager Nahid Sultana gave an overview of the organisational activities and their ultimate goal.
ACD Executive Director Salima Sarwar and its President Chowdhury Sarwar Jahan spoke at the training as the resource persons saying that active participation of community people could be the means of ensuring good governance in the local body administration.
"We have no alternative but to ensure participation of local people to bring transparency and accountability in the service-oriented activities of local government institutions", said the ACD president adding that the service-providing grassroots organisations must be pro-people and need oriented.
In his discussion, he favoured for ensuring accountability, transparency, peoples' participation and rule of law in all the public administration for establishing good governance in every spheres of life and the society as well.
Taking part in the open discussion some of the participants including Ward Councillor of Rajshahi City Corporation Bilkis Banu and President of Harijan Pally Boshanta Lal underscored the need for removing social disparity and discrimination for taking the nation to its cherished goal of economic emancipation and making it free from the vicious cycle of poverty.
The existing mindset of the government officials must be changed for the sake of making the public administration more pro-people so that the service-receivers could derive the benefits of the services, they added.
They stressed the need for promoting cooperation among government, private sector and civil society organisations to improve the quality of governance at the local level.
