Two big power projects await ECNEC nod

The Power Division has sent project proposals (PPs) for setting up two power plants to the Executive Committee of National Economic Council (ECNEC) for its approval.
"Two power projects - Haripur 360MW Power Plant and Shikalbaha 150MW Power Plant -- await the nod of the ECNEC. Hopefully, both the projects will get approval in its (ECNEC) next meeting," a senior Power Division Official said Sunday.
The combined output from both the power plants, once implemented, would add 510MW to the national power grid.
Official sources said the Power Division has taken up the two projects to boost the power generation capacity against the backdrop of the country's huge electricity shortfall.
A senior official informed the FE that the proposed Haripur combined-cycle power unit was expected to go for generation by the mid of 2011 while the Sikolbaha unit would start generating power by July 2010.
The total implementation cost of the Haripur gas-based power plant has been estimated to be around Tk 27 billion, official sources said.
On the other hand, the proposed Shikalbaha 150MW Power Plant will be installed with the government of Bangladesh (GoB) fund, the Power Division official mentioned.
After being approved by the ECNEC, the Shikalbaha power project, the bid for which has already been evaluated by the authorities concerned, will be placed before the advisers' council on government purchase for approval.
Earlier, the government of Japan had pledged a 41.2 billion yen worth of soft loan through the JBIC for financing the proposed Haripur power project.
Of the total volume, the JBIC will provide 17.76 billion yen in the first year while the remaining credit will be made available in phases, they mentioned.
Besides, the proposed ODA loan would be repayable in 40 years with a 10-year grace period, they added.
An official said an agreement on the proposed credit will be signed between the Economic Relations Division (ERD) of the government of Bangladesh and the JBIC after the power project gets nod from the ECNEC.
According to the proposal, a foreign consultant will be appointed for preparing the bidding documents for the Haripur power project, said an official.
Some consultancy firms have already been short-listed, they said, adding that one of them will be appointed after the signing of the credit pact with the JBIC.
Later, an international tender will also be floated for setting up the 360MW of power plant in Haripur.
