Two firms submit bids for power plant in Sylhet

Two firms -- one local and one foreign -- finally submitted bids Thursday for setting up the much-delayed 300-450 megawatt (mw) gas fired combined cycle power plant in northeastern Sylhet region, officials said.
Local Summit Industrial and Mercantile Corporation (Pvt) Ltd and its partner GE Energy LLC Bangladesh and Malaysian YTL Power International Berhard submitted proposals on last submission date Thursday.
Two joint venture local firms -- Shasha Denims and its joint venture partner MPC Consortium of Meiya Power Company Ltd (Hong Kong), and the Otobi Ltd along with Asian Entech Power Corporation Ltd and their joint venture partners China National Machinery and Equipment Import and Export Corporation (CMEC) -- did not submit bids despite being qualified primarily.
Both the local joint venture partners along with the firms that submitted bids Thursday were qualified primarily in April this year for installing the Bibiyana power plant.
State-run Power Cell under the power ministry received bids from the potential sponsors after extending the deadline for submitting bids twice for setting up the plant.
Power Cell had selected the four pre-qualified firms from seven firms that showed interests to install the 300-450 mw gas-fired Bibiyana power plant.
Bibiyana power plant, which is also known as Bibiyana phase-1 power plant, will be implemented on a build, own and operate (BOO) basis under a 22-year implementation agreement.
The government will provide necessary land and required gas to the selected sponsors for generating electricity.
It will also purchase electricity from the sponsor offering lower rate. Estimated cost for installing the Bibiyana plant will be over $300 million. World Bank is set to finance the power plant project.
The plant will use natural gas from US oil giant Chevron operated Bibiyana gas field to generate electricity.
Bibiyana power plant site is located near the town of Sadipur, Habiganj District and approximately 180 kilometers northeast off the capital.
It will comprise a complete gas fired combined cycle facility of 330 mw to 450 mw with all support facilities required for commercial operation, said a power ministry official.
The main power block will consist of one or more gas turbines, one or more gas turbine generators, one steam turbine, one steam turbine generator and one or more heat recovery generators.
