Two former DSCC engineers, contractor charge-sheeted over Dhalpur Sweeper Colony construction case

The Anti-Corruption Commission (ACC) has approved a supplementary charge sheet against two former engineers of Dhaka South City Corporation and a contractor for their alleged irregularities, forgery, fraud, and abuse of power that caused a financial loss worth over Tk 30 million to the government during the construction of the Dhaka Dhalpur Sweeper Colony.
The accused are: Mezbahul Karim, former executive engineer, Dhaka City Corporation, Md. Mojibur Rahman, former assistant engineer, Dhaka City Corporation and Md. Harunur Rashid, owner and managing director of M/S Najma Construction Company
The ACC gave its approval to the charge sheet on Thursday, the commission's spokesperson Md. Akhtarul Islam confirmed.
Investigating officer and Assistant Director at the ACC Monir Mia will submit the charge sheet to the court shortly.
According to the investigation report, the accused engineers prepared structural designs and cost estimates based on false technical analysis before conducting any soil tests.
Due to the use of low-quality construction materials, unskilled contractors, and poor supervision, buildings in groups 'Kha', 'Ga', and 'Gha' of the Sweeper Colony became structurally unsafe.
Contractor Harunur Rashid, along with the engineers, jointly built the structures at a cost of Tk 31.82 million, it was learnt.
A BUET expert opinion later declared the buildings unsafe for living.
As a result, the ECNEC decided to demolish the buildings and construct new multi-storey ones.
The accused have been charged under sections 409/109 of the Penal Code and section 5(2) of the Prevention of Corruption Act, 1947 for causing financial losses to the government and gaining illegal benefits.
