Two water supply-lines in Dhaka

A few days ago it was all over the news papers that our Prime Minister Sheikh Hasina Wajed had asked WASA "to install two water supply lines for the consumers to supply pure drinking water and normal water separately for general use to avoid misuse of drinking water."
To quote her further she said: "Installing two separate water supply lines will help reduce misuse of drinking water by the consumers, on one hand and additional supply cost for the WASA to purify total water will come down significantly, on the other"
Furthermore on the matter she said rainwater should be preserved for daily use to reduce pressure on underground water.
Among other things, Hasina said solar panels should be set up especially in industrial units in city and town areas and all educational institutions across the country to meet growing demand for electricity.
She all these, when a delegation of Institution of Engineers, Bangladesh and leaders of Bangabandhu Prokawsholi Parishad paid her a courtesy call.
First of all, was she serious when she said WASA has to install two water supply lines? While not going into the debate whether we actually need two kinds of water, one potable and the other not, how feasible is actually installing two separate pipelines? Although it would certainly "help reduce misuse of drinking water by consumers," it will be far more feasible and practical if Aladdin were to lend the WASA his magic lamp, just for a day. That way, the entire country would not have to be dug up just because someone who advises the PM in these matters gets a bright idea. As for preserving rainwater, who in the big cities have the ways and means to do so?
While it will be less tricky to set up solar panels in the industrial units and educational institutions (after gratifying the front organisations of the ruling party, no doubt) the entire operation has to be a well-thought out one, and then it is to be executed.
People, who suggest proposals regarding matters that should have some expertise and think more than once whether or not such proposals do make some sense or not.
