Unhappy Eid extortion!

A local English daily of July 15, 2015 highlighted the 'extortion governance' now in full swing in Dhaka. The bitter truth is that our city corporation personnel are reported to be deeply involved in the matter. They collect the taxes that are officially due but also add on 'personal overheads' to it, according to their whims. This 'off-line' governance interrupts the regular and legal collection activities and beats the regular corporation governance in tax collection.
The city corporation personnel are not motivated enough to collect taxes, but are more inclined towards collecting 'unholy benefits' throughout this holy month of Ramadan, when they earn far more than possibly all the other eleven months. This goes to confirm that under the table extortion governance have got all its gears in the right mode. Can we conclude that during the month of Ramadan, the well maintained corporation governance flourishes.
