Uniform income tax limit for all

Bangladesh achieved independence 38 years ago, but we are not behaving like an independent people. Government policies are not often rational.
For example, a government officer has to pay no income tax on his or her salary up to a limit of Tk. 3,50,000.00 (that is 12 months' basic salary of Tk. 3,00,000.00 and two bonuses of Tk.50, 000.00 @Tk.25, 000.00) in a fiscal year as per the prevailing finance law. It is considered as income tax paid.That is, a government officer enjoys income tax-free limit up to Tk. 3,50,000.00 per annum.
But other citizens in Bangladesh have to pay income tax when one's salary or income crosses Tk. 1,65,000.00 limit. Is not it discriminatory? Article 27 of Bangladesh constitution says that all citizens are equal before law and are entitled to equal protection of law. Article 27 says that the State shall endeavour to ensure equality of opportunity to all citizens. Laws must be enacted, keeping the constitutional guidelines in view. The limit of tax-free income for all citizens needs to be needs to be made uniform.
