Unplanned foot over-bridges

I was watching an investigation by a private TV on corruption and syndicate with regard to Dhaka's bus stoppages and over-bridges several days ago. The report unearthed that a section of city corporation high-ups are interested to erect foot over-bridge structures although these are hardly used by the commuters.
As these over-bridges are not used, taxpayers' money is going to be wasted with the new constructions. It was found that in most cases, the over-bridges are being erected in unplanned manner, which may not encourage the pedestrians and commuters to use them.
Also, traffic police department is responsible for controlling traffic on the streets. But the traffic signal system is operated by city corporations. Such procedures are actually leading to wastage of public funds.
The authorities concerned should popularise zebra crossing among the commuters and create a traffic system that encourages this. Moreover, loggerheads between traffic police department and city corporations should be resolved. Traffic police department should get more authority to manage the traffic in the cities all over the country.
