Use of vehicles in various projects under scrutiny

The use of vehicles in different public projects is now under close scrutiny by the government, which wants to stop irregularities and bring accountability in administration.
Official sources said the Chief Adviser's Office (CAO) has directed the government authorities concerned to find out the present status of the vehicles, purchased under different projects.
The concerned authority will prepare a report on the status of the vehicles under different projects that were completed in fiscal 2003-04, 2004-05 and 2005-06.
The government lacks proper monitoring system to oversee the utilisation of the vehicles. There are reports of corruption and irregularities relating to the utilisation of such vehicles.
The sources said the vehicles are, in most cases, not sent to the transport pool on completion of the projects by concerned implementing agencies.
The sources said the Implementation Monitoring and Evaluation Division (IMED) under the Ministry of Planning had already started works to find out the present status of the vehicles under different projects.
When asked, a senior IMED official told the FE that the division would send a set of guidelines to the project implementing agencies shortly seeking reports on the status of their vehicles.
"After getting the reports from the agencies by September 30, the IMED will prepare a final report on the status of all the vehicles under the projects of different ministries for placing it to the CAO," he said.
He further said: "The IMED has all the data on hand. After getting the report from the agencies, we will cross-check with our data and then prepare a final evaluation report."
Another official in the IMED said some government agencies are yet to return their vehicles to the public transport pool even after completion of the projects.
The vehicles are being used by some officials of the concerned agencies or by its line ministries illegally, the official said.
An official of the finance ministry said that some of the senior officials within the ministry had been using both the government allotted vehicles and the project vehicles simultaneously in violation of the Table of Organisation and Equipments (TO&E), a legal framework for the government organisations.
