Water crisis and the big budget

The prime minister, finance minister and other government leaders do often boast of a huge reserve of dollar in the country. The finance minister is going to present a big budget for 2014-15 amounting to over Tk 2.5 trillion. As an ordinary citizen having more than thirty years' residency around New Eskaton, Bangla Motor area of the city, I have been experiencing acute shortage of water. No pragmatic measures have ever been taken to improve the situation. Water supplied by the Dhaka WASA does not reach underground water reservoirs in many areas for the past several months. Many of these households have to collect WASA-supplied water using suction pumps involving additional electricity consumption. WASA supplies water in their tanks mounted on trucks. Though official rate is Tk 500 per tank, consumers have to pay at least Tk 1000 for each tank. Can not the authorities take action against the corrupt people, or do we have to believe that ghost lies within the mustard?
Can the upcoming big budget help solve our water problem?
