What about the promised change?

Monday, 23 March 2009

In just one week a number of top civil servants, including secretaries and additional secretaries were transferred thrice.
The random reshuffle in the administration shook the civil servants: 'Favoured' civil servants get 'good' postings and the others end up as OSD, or sent on forced retirement.
A record number of 268 senior officers have been made OSDs, 10 of them are secretaries, 34, additional secretaries, 56, joint secretaries, 50 deputy secretaries and 115, senior assistant secretaries.
Before investigation committees can come up with reports, comments of government functionaries seek to influence probes.
The previous government is blamed for whatever is going wrong.
A congenial environment is absent from so many seats of higher education. A large number of educational institutions are already closed due to undesirable acts on the campuses by the numbers of a particular student organisation. In Rajshahi division, all the higher educational institutions are closed.
When can the voters expect to see the change that was promised by the ruling party before the elections?
