What does this drive mean?

The Bangladesh Telecommunications Regulatory Commission (BTRC) should not take any step that may destroy the local ISP industry and also the domestic PSTN telephone industry.
During the last few days, some developments have taken place that give some ominous signals to the local small ISPs and local PSTN telephone companies. Are these developments aimed at providing some easy access and creating a market for some foreign companies, and for large WIMAX operators?
The regulatory authority must not be biased towards local small ISPs and must not kill local ISPs with the excuse that they are engaged in VOIP. VOIP is a technology and is not illegal. The regulator should not use the word VOIP as an excuse to destroy small local companies to create the market for some large foreign companies.
The regulatory body should also function properly and no single individual there should call the shots. The full commission has to work in unison.
Already the regulator has shut down 22 small ISPs. If its pattern attack on local ISPs and local PSTN companies is carefully considered, than it gives us some strong reasons to consider that its current campaign is a carbon copy of what the previous caretaker government illegally did.
The government at its highest authority should look into the matter.
