Whose failure or inefficiency?

Is it the failure or inefficiency on the part of the US and CIA not to be able to find, arrest and bring Osama bin Laden to justice for the last ten years?
The CIA is a powerful, heavily financed US intelligence agency, equipped with sophisticated arms, ammunition, satellites and remote controlled pilot-less spy planes.
Is it not foolish and cowardly for the US government to blame Pakistan for not knowing the whereabouts of Osama?
The US launched innumerable attacks and raids and sent hundreds of thousands of US and NATO soldiers to kill Osama in Afghanistan that killed thousands of innocent people both in Afghanistan and Pakistan.
An unarmed Osama has been killed by the US forces violating the air space and sovereignty of Pakistan. Is it a matter of credit, or discredit for Pakistan or the USA?
The US is committing errors and lapses one after another by violating human rights and international law, as it believes in 'might is right.'
Osama bin Laden is dead but Al Qaeda and Taleban are not dead. It is imperative that the US should without delay solve the Palestine problem and withdraw troops from Iraq, Afghanistan and Pakistan in the greater interest of the US itself and the world peace and stability in general.
