Why is no bomb attacker caught red-handed?

Desperate situation calls for desperate measures for its solution. The latest order coming from the law enforcement agency prohibiting pillion appears to be one such measure against bombing, particularly petrol bomb attacks on vehicles -either moving or stationary. Evidently the attackers ride motorcycles in order to carry out surprise attacks and use the manoeuvrability of the speedy two-wheeler to whisk past in the twinkling of an eye. Their main purpose is to commit the heinous crime and go undetected or escape before being caught in the act. Sure enough, a motor cycle is used for its unmatched advantage. But a single rider can hardly make the most of the advantage unless he (thought to be he, not she, without exception) attains the mastery like a motor cycle rider of a circus.
It is pillion riding that is blamed for the surprise bomb attack. The man sitting behind can carry quite some weight and is at liberty with both his hands free to target a bus, truck or any other vehicle to his liking. Hence the argument in favour of pillion ban and its enforcement. So far so good. People have been heard to say that they are more than willing to cooperate. Even if they have to face some trouble on account of the ban, they would be happy to comply. If this brings petrol and other bomb attacks to a stop, they will rejoice over it.
However, the order or for that matter any order does not discriminate against gender, age and situation. When order is issued banning pillion riding, it has not taken into account facts like the husband-wife ride to their office/offices or other places. Fathers who are required to drop their school-going sons or daughters at their school-gates cannot as well continue with their routine practice if they go by the order.
In this connection, for once a few people may remember the story of the invention of the simple and harmless pair of shoes. To get rid of dust, minister Gobuchandra in Tagore's sarcastic poem 'Juta Abishkar' (invention of shoe) in fact produced more dust than there existed normally in the air and the entire kingdom was enveloped with dust. Other tricks too failed. At last when the cobbler suggested that it was enough to cover the king's feet instead of covering the entire length and breadth of the land, Gobu minister announced that the idea actually occurred to him first but how could the lowly man know about it!
Like the twist in the tail of the tale, the administrative honchos are always on the lookout to take credit for everything. But they would not know how and where to look for the solution. It is told that a list of bomb-throwers has been prepared. Even rewards of various categories for information and help in finding or arresting persons involved in planning attacks or actually carrying out attacks have been announced. Then again many believe that those accused of such attacks in 20013 prior to the election have become active once again. Had action against them been taken, some argue, this fresh spate of arson and bomb attacks on vehicles would not have taken place. Is it to be believed that the law enforcers are totally in the dark about the whereabouts of such elements?
Newspapers and the electronic media publish pictures of attackers but no action is taken. Why? If photographers can be at the right spot at the right time, why won't the law enforcers have any success in catching a bomb attacker red-handed?   
The fact is vile politics is playing its trump cards from both sides at the cost of common people's lives. Only those whose bodies get charred in the raging flames and their near and dear ones have to go through the pains and agony of it all. Politics could not be more mindless.
