Why not invest in maize production?

A common scene at the city's signal points these days is of popcorn sellers. They carry popcorn in baskets or big polybags and move fast from one vehicle to another to manage speedy sale.
No one knows how many packets of popcorn are sold a day, but the sale should not be very bad. There are a good number of sellers of popcorn at such signal points and other road-side places in the city. From the elderly to children everyone buys from them.
It is clear that maize production in the country is on the rise. If it is so popular, why do the business people not invest in this crop? Why is no initiative taken to export it?. Corn products have good demand at home and abroad.
