Why policy decisions are postponed?

The present caretaker government is giving contradictory signals on different issues of public concern. It has been taking important decisions on matters like political reforms, institutional revamping, fiscal policy, and a lot more. The people have largely welcomed such decisions, while expressing the hope that the incumbent government would take similar policy initiatives in other areas, too, during its tenure.
But it is surprising that the government is reluctant to move ahead with firm policy decisions about energy pricing, striking a deal with the International Monetary Fund (IMF), clearance of some important foreign investment proposals that have been lying pending for long, etc. The caretaker government, as the current indicators suggest, would like the future elected government to take decisions on such issues and matters of public interest. It is not clear as to where and how the government is drawing the line of its priorities and operations -- 'do-ables' and 'not-do-ables'. The people will like to know the reasons why the government is moving into some areas by taking policy initiatives and actions on its own while showing its reluctance to do the same in other areas which are no less important for a better future of the country.
