Will we get our flats?

In May 2005, my father invested all his deposits to book a flat in the "Japan Garden City". At that time, they told us that the probable handover time would be June, 2006. But alas! June 2007 has already gone and there is still no sign of handing over the flat. My parents, with their rising pressure and blood sugar, cannot sleep at night due to tension and frustration. Is there anybody in the present caretaker govt. who can take action in this matter? I know lot of people in the project who suffer the same consequences...but what can we, the general people, do?
