SPM to start operation next month

CHATTOGRAM, Mar 06: A contractor for the operations and maintenance (O&M) and marine services of the Single Point Mooring (SPM) facility is likely to be appointed this month, while its operation may begin next month.
As the tender process has been completed, the authorities are preparing to appoint a contractor for the SPM with a double pipeline system, a landmark energy infrastructure developed by the state-owned Bangladesh Petroleum Corporation (BPC).
Fresh tenders for the appointment of O&M contractor were opened on February 17.
A total of eleven international companies submitted bids to secure the contract. Later, the authorities sent the tender documents to the project's consulting firm, ILF, based in Dubai.
After receiving its report and recommendation, three tenders will be forwarded to the evaluation committee. If everything is found in order after evaluation, a work order will be issued soon.
Sources said the government renewed efforts to appoint a contractor for the operation for a five-year period.
The BPC floated an international tender for the second time after scrapping an earlier bid over pricing concerns.
The deadline for submission of bids was February 17 at 12:00 noon, with the opening of bids scheduled for 12:15 pm on the same day.
The BPC invited an international tender on 30 April 2025 to appoint a contractor. The delay was prolonged, as the BPC pushed the bid submission deadline to July 8 from the original June 19 2025.
However, only two foreign tenders were submitted on July 8, the deadline for the submission of tender. One of them belongs to Indonesia and another is from the Netherlands. After the submission of tenders, the BPC started evaluations.
But the offers of those tenders were not satisfactory, leading the BPC to send them to the energy ministry, which later cancelled those tenders.
