The implementation of the newly enacted Public Procurement Rules, 2025 has led to a significant increase in participation in tenders through electronic government procurement (e-GP).
S. M. Moin Uddin Ahmed, Chief Executive Officer (Secretary) of the Bangladesh Public Procurement Authority (BPPA) made the remark while speaking at a workshop on the 'Public Procurement Rules (PPR, 2025) and e-GP' as the chief guest in Rajshahi on Thursday.
The BPPA organised the workshop at the conference room of the Deputy Commissioner's office in Rajshahi, with support from the Bangladesh Centre for Communication Programs (BCCP), says a press statement.
Md. Habibur Rahman, Additional Divisional Commissioner of Rajshahi, attended the event as the special guest. The session was presided over by Afia Akhtar, Deputy Commissioner and District Magistrate of Rajshahi, while Dr. Zeenat Sultana, Program Director and Deputy Chief Executive Officer of BCCP, was also present.
In his speech, BPPA CEO Moin Uddin Ahmed noted that the new rules have made e-GP mandatory for all public procurement tenders. "With the enactment of the Public Procurement Rules, 2025, all tenders are now conducted through e-GP," he said.
"The procuring entities and tenderers are being provided training on the new PPR, 2025 and for that the BPPA is holding workshop in districts and upazilas to raise awareness about the new PPR and the amended PPA, 2006," he said, adding: "The PPA, 2006 was amended through an ordinance in 2025, leading to the formulation of the new PPR, 2025, which replaced the previous PPR, 2008."
"Both the PPR, 2025 and the amended PPA, 2006 came into effect on September 28, 2025. The BPPA is now disseminating information about the new rules through workshops across the country," he said.
BPPA Director Sk Shahidul Islam Shahariar gave a presentation on the PPR, 2025, focusing on the key changes and new provisions in the rules, as well as amended schedules.
The session was attended by over 40 representatives from procuring entities and tenderers in Rajshahi.
