Irregularities around 4G upgrade

It seems like some of the mobile phone operators are deceiving subscribers in the name of 4G upgrade. Through their advertisements, they are alluring subscribers by saying that 4G will be faster. Naturally subscribers want to enjoy faster internet. When they want to convert to 4G from existing 3G, they are informed by their concerned mobile operators that they will need to pay a fee for the conversion. It needs to be noted that there was no charge for conversion to 3G from 2G SIMs. I am one of many subscribers who believe that this is illegal. It will be appropriate for the concerned authorities to look into this issue.
