Jul-Apr ADP execution hits record low of 41.31pc

The government agencies continued to show poor performance in projects implementation as they spent only 41.31 per cent of the Annual Development Programme (ADP) during the first 10 months of the current fiscal, officials said on Monday.

The ADP implementation rate during July-April period of the current FY2025 was the lowest in last 12 years, available IMED data revealed.

However, the ADP execution rate had been ranging between 49 per cent and 54 per cent during July-April period in the previous four fiscals, they said.

During July-April period of FY 2024-25, the government agencies spent Tk 934.25 billion against Tk 2.26-trillion ADP outlay, Implementation Monitoring and Evaluation Division (IMED) data showed.

In the corresponding period of FY2023-2024, they spent Tk 1.25 trillion, 49.26 per cent of the Tk 2.54 trillion ADP allocations, the official data showed.

In April last, the public entities spent only 4.66 per cent of the ADP, 2.30 percentage points lower than that of the corresponding period last FY2024, it said.

In April of last year, the government agencies executed 6.96 per cent of the Tk 2.54 trillion ADP, official data showed.

Although the Energy and Mineral Resources Division (EMRD) and some other key ministries and agencies had showed impressive performance, the overall project execution rate remained poor, according to the IMED.

According to the available data, the public agencies had performed the worst in spending the local funds, allocated in the current ADP, during the first 10 months while the state-run autonomous and semi-autonomous bodies have performed comparatively better.

During last July-April period, the government agencies spent Tk 512.73 billion, 37.98 per cent of the Tk 1.35 trillion allocations from the government's internal resources-also known as GoB fund, IMED data showed.

In the same period, they had spent Tk 355.59 billion, 43.90 per cent of the Tk 810 billion outlay from the external fund--called as project aid (PA), the statistics showed. The autonomous and semi-autonomous bodies had spent Tk 65.93 billion, 64.86 per cent of the total Tk 101.65 billion outlay, the IMED data showed.

Among the largest ADP budget holders, the health ministry, shipping ministry and bridges division, railway ministry, and civil aviation and tourism ministry performed lower than the average rate of 41.43 per cent in first 10 months this fiscal.

The health division under the ministry of health executed 14.90 per cent, while shipping ministry spent 29.83 per cent, bridges division 27.96 per cent, railway ministry 33.27 per cent, and the civil aviation and tourism ministry 39.09 per cent during July-April period this fiscal.

On the other hand, the EMRD remained the top performer with its project execution rate reporting at 85.85 per cent, followed by the power division with 61.97 per cent, the agriculture ministry 62.46 per cent, the science and technology ministry 50.88 per cent and the local government division (LGD) with 54.32 per cent in first 10 months, IMED data showed.
