UNICEF urges ministries to monitor child rights issues

The cabinet division has asked all the ministries, divisions and state agencies concerned to monitor child issues during their field visits, officials said.

Md Shaiful Islam, cabinet division's deputy secretary, made the instructions on May 15 to take required steps to this end.

The move came following a request from the United Nations Children's Fund (UNICEF), Bangladesh to issue a common directive to monitor child issues during field-level visit by government officials.

Earlier On April 28, UNICEF representative Edouard Beigbeder requested cabinet secretary Mohammad Shafiul Alam through sending him an official letter.

The local governance for children (LGC) programme is now going on with the support of the UNICEF to boost child rights and development, the letter said.

"In support of Bangladesh's Seventh Five-Year Plan and efforts toward achieving sustainable development goals, the UNICEF has been working with the Cabinet Division to promote a number of child-responsive policies, including generation of data and evidence and evidence-based planning and budgeting for children."

According to the letter, the government's LGC programme supports sub-national level sectoral departments to identify children's priorities by community consultations and its inclusion in the local development plans.

As it strengthens capacity in planning and oversight of the implementation of child-related projects, it would greatly benefit from a more coherent approach and a high-level guidance from national level.

The UN agency said it is well-recognised that monitoring is an integral part of the regular work being done by respective ministries, directorates and sectoral departments.

Its Dhaka office recently sought a common directive by cabinet division to include monitoring of child-related interventions and programmes by all sectoral public servants when undertaking field visits.

The UNICEF hopes the move will bring a lot of positive outcomes in achieving better results for all children here.

Performance of field-level officials could be enhanced with greater enthusiasm and coordination among the sectors, the letter mentioned.
