UPs adopt special measures for hundred per cent tax collection

RAJSHAHI, Dec 23 (BSS): Many of the Union Parishads have adopted various measures for recovering hundred-percent holding taxes with the main thrusts of building strengthened and effective local government institutions in the district.
In this regard, Huzripara and Damkura UPs under Paba Upazila are playing pioneering role and they attained remarkable success with initiatives of various development organizations.
Golam Saklayen, Secretary of Huzripara UP, said rate of tax collection has been enhanced than the previous time. "We are very much optimistic about hundred percent tax collection during the current fiscal. To this end, befitting measures were undertaken".
He mentioned that target had been set to collect tax worth Taka 0.12 million in the UP and Taka 40,214 was collected was in 2011-12 fiscal. In 2013-14 fiscal, the tax collection was around Taka 0.2 million against the target of Taka 0.35 million. In this current fiscal, the target has been set to Taka 0.36 million. It's expected that the target will be achieved as some new strategies were adopted.
To enhance public awareness, decision has been taken to hold tax fair in January next. Besides arranging tax collection week, tax camp will be set up in each of the wards. To ensure transparency and accountability, tax recovery software is being prepared.
UP Chairman Golam Mostofa said the collected tax money is being spent for development of the people. Already, tree saplings were transplanted on land in Kornahar cluster village and earth dumping works will be done for removing water logging. "We will do more development works in the wards that will pay more taxes".
He viewed that more taxes could have been collected if there were measures of showing tax receipts in different service delivery activities like land registration and mutation and micro credit.
Golam Mostofa said MMC and Local Government Journalists Forum played a vital role towards attaining success in tax recovery as they held several advocacy meetings in this regard.
In all 71 UPs in the district, there were no instance of successful tax collection or any initiative to that end in the previous times but now the scenario has been changed as the rate of tax collection is gradually increasing.
Nazrul Islam, Chairman of Haripur UP, said proper supervision and monitoring has become an urgent task for enhancing the collection of holding tax in UP level for making it self-reliant.
He viewed own fund is the precondition to strengthen the local government institutions and successful collection of holding tax could be the effective means of bolstering the own fund.
