Bill payment services

I am 82 years old. When I reached the counter of a bank, the official expressed his regrets as the system for WASA bill collection was not working. I faced similar problem at another bank and I could only pay my WASA bills at a third bank.
I fail to comprehend why in an age of electronic money transfer the old system should be continued. Besides, there is no system of preferential treatment for senior citizens and I believe persons crossing 60 years are classified as senior citizens.
It is normal in many parts of the civilised world to allow preferential treatments at many service counters. Even toilets for senior citizens are found in most of the public places or so. Our policy-makers will definitely live longer (I pray, they do) and make new rules and regulations.  National ID cards should provide a good enough basis for senior citizens to be entitled to such facilities,  as the cards contain date of births! Let us be more civilised and follow the practices of the developed world.
