Bringing efficiency in passport office

There is no helpline for information at the passport office in Dhaka. There is a number (+8808123788) but an automated voice says it is vacant. There is an email address on the official website -- inquiry@passport.gov.bd -- but no reply is my experience. Even for a small piece of information, a person has to go to the Agargaon office, braving traffic congestion and spending valuable time and money. The government may increase validity of passport to 10 years in order to reduce the burden of renewal. The passport office may reduce its workload by introducing helpline.
