Constructive utilization of climate fund

This refers to a write up on the subject published in an English daily on 5th May. Instead of misusing the climate fund, we should allot the same for development of cheap weather protecting inner sheets for rural housing for the low income group who live in tin shed houses that are quite hot in summer and often lead to acute discomfort and sickness in many cases, particularly for the very young.
To reduce this discomfort, houses and huts built of tin sheets can be lined on the inside with cheap insulation board that can be easily developed and which are not necessarily to be waterproof. It could be a cheaper variety of hardboard like material, fairly thin and produced by manual pressing. These can be manually made in rural areas or even villages, as no electric power will be needed to make it.
This can be developed by BCSIR, who have the experience of developing commercial boards and binders and a soft board like ply wood. This can be lined inside tin sheets or woven bamboo panels that are used for walls and roofs in our rural huts and homes. The BCSIR may be given a portion of the climate fund to develop cheap inner sheets for housing that will find ready utilization in rural areas. This could become a blessing for our rural people, who now face weather extremes in summer and winter.
