Criminal negligence

Death of ninth grader of Residential Model School and College, Naimul Abrar Rahat, from electrocution, in Dhaka city raises serious question if it was an accident. Elsewhere, in developed countries, there is no chance of keeping live wire in such a manner that causes accident. Electricity line should have passed through concealment channels and no untrained person should have been allowed to enter such area.

The organisation that holds a programme has to have insurance coverage for any accident. In this case, I suspect, no such measure was taken. The family members of Abrar reportedly questioned safety and precautionary measures. We wonder why it shouldn't be considered an act of criminal negligence.
