Disciplining public bus drivers

We have been reading about road accidents involving reckless driving and overtaking by drivers of public buses in the private sector. This must be stopped forthwith. The best deterrent will be to immediately impose drastic fines that can be approved by parliament. This cannot wait for the usual passage of bill in parliament; since every day more people are being injured or killed unnecessarily because of criminal negligence of bus drivers.
The fines for all such offences should necessarily be harsh and imposed on the spot. The police should be authorized to stop the vehicles and take all the available cash from the bus conductor and the driver and collect the balance later. If the offence is considered serious, the bus should not be allowed to ply further but taken to the police station. The owner of the bus should also be fined or penalised for any serious offence committed by the drivers of their buses. This should force them to strictly control their drivers and be aware of their misdemeanours more seriously. The minimum fine for the bus drivers should be at least taka five thousand to be paid on the spot. Whatever cash is there should be immediately taken and the balance collected from the owner. Such heavy fines should be introduced immediately, through executive order, and the laws should be amended with retrospective effect.
Hopefully this will bring more sense and soberness to the violent and law breaking habits of reckless drivers. This matter is in the overall public interest and the authorities should act and implement such heavy fines plus jail terms for errant bus drivers.
