English or Banglish?

A renowned international voluntary organization with regional set-ups in most countries of the world and doing an admirable job for the needy in areas of health, drinking water and sanitation, is to have a conference in Dhaka for students between 15 to 20 years in age; in February 2016. Its Bangladesh chapter will organize the conference.
To attract student participation, the organizers in their invitation card stated: "Each Participant (note: capital 'P') will be received (!) (note: combining future and past tenses) two T-shirts and a Book (note: capital 'B') on successful people during the Registration (note: capital R). In the next sentence, it further stated: "During the Conference (capital 'C') "Launch Box" (some rocket material?), Water and Soft Drink will be provided."
If this is the standard of spelling, grammar and composition, set by our responsible adults, organizing the conference, what can one expect from our students? As an afterthought; would it not have been better to write the card in Bangla? Quo vadis English language?
