Forced disappearance and prevailing fear and insecurity

It is often reported in the media that kidnappers wearing uniforms of law enforcing agencies or introducing themselves as their members, kidnap citizens. Number of such incidents is rising because of the lax attitude of the authorities concerned.
At times, the law enforcing agencies show their reluctance to investigate properly the complains lodged by victim's family and even accept a GD. Recently in Chittagong some criminals who introduced themselves as members of law enforcing agencies, were caught and beaten by the mob as they tried to kidnap a person in broad daylight.
One criminal died on the spot and three others were seriously injured. This incident is a reflection of the fact that people are losing their faith in law enforcing agencies and frequently taking up law in their own hands.
I request the authorities to constitute a judicial investigation committee soon to probe into such incidents and bring those responsible to book. We must root this evil out for good as it is a hindrance to good governance and democracy.
