Good governance

The Bangladesh Bank (BB) authority issued a directive to all banks to install close circuit (CC) camera in all their branches so that intruding criminals can be identified and nabbed following the footage. As a customer, I have to visit banks quite often and I fully agree with the BB directive regarding CC camera in bank branches. My question is, will CC cameras be able to stop those who will attempt to siphon public money from banks in collusion with dishonest bank employees?
Dozens of Public Limited Companies (PLC) could raise share capital through sale of shares and debentures duly certified by the regulatory body Bangladesh Security and Exchange Commission (BSEC) but many of them are no longer in existence let alone the question of return on investments. Enough noise was raised when gas price was increased and new gas connections were totally unavailable but there were consumers who could manage the same with a little bit of trick. Only enforcement of law without fear and favour can stop such malpractices once and for all.
