Independent power grids needed

Power blackout is an ever-present potential threat for any AC electrical transmission and distribution system. To minimise possibility of its happening to our power supply system, the tolerance of frequency is most critical.
The frequency for AC power supply is set at 50 cycles per second. It should not be allowed to drop below two per cent (i.e: lower than 49 cycles per second). In developed countries, this is avoided by providing 'islanding' grid facility. This does not lead the total countrywide electrical grid to collapse.
We have unfortunately integrated grid and possibly automated isolation facilities are not there. Over and above, our frequency drop is always on a high side, may be around 48 cycles per second in many sectors. Ideally there should be independent grids with its own power generation units so that nationwide power loss does not happen.
In my considered opinion, we should utilise the expertise of the world-renowned US-based 'Electric Power Research Institute' (EPRI) for investigating the probable causes for its happening and recommend to us what pragmatic measures we can adopt to minimise the chances of its happening. The PDB may even send two experts to the EPRI to look into the matter.
The EPRI can recommend to us the best way for grid isolation to avoid the possibility of nationwide power blackout in future. Such a study may cost US$ 200,0000 which is a reasonable sum to be invested in overall national interest. This matter should be seriously considered.
