Japan ministry issues ethics cards

TOKYO, Nov 30 (Reuters): Japan's defence ministry, hit by a bribery scandal involving a former top official, has provided its officials with wallet-sized plastic cards spelling out activities that would run foul of ethics rules.
"If you have questions, don't make your own judgment. Consult ethics supervisors at each division," reads the card, which has a phone number to call for advice.
Former vice defence minister Takemasa Moriya was arrested this week after admitting he had been treated to hundreds of expensive golf trips and other forms of entertainment by defence contractor Motonobu Miyazaki.
The affair has threatened to engulf Finance Minister Fukushiro Nukaga, after Moriya testified under oath in parliament that he believed Nukaga had been at a dinner he attended with Miyazaki at an exclusive Tokyo restaurant. The ethics cards, which a defence ministry spokeswoman said Friday were also given to all military personnel, list eight banned activities such as accepting money, goods or loans from people, firms or groups.
