Precedents needed to stop corruption

People, on the social media these days, expressed their anger on corrupt acts, only when it is reported. The criticism often turns ugly. In most cases, we miss constructive criticism that can help create a genuine pressure for addressing corruption.
Sometimes, people are quizzed by state agencies, especially, the Anti-Corruption Commission. It is also noticed that officials are implicated in corruption charges when they have already left the position or are somehow implicated in another case. Then, scams are exposed as to how persons holding responsible positions embezzled such huge sums of money or how some influential people amassed so much wealth.
It's frustrating for society to see interrogation of some persons a few times and then nothing happens. New people are implicated in new cases and the process continues. It's difficult to understand if authorities can read the public perception about them. Such culture of impunity only justifies the country's poor ranking in corruption perception index.
