Separate pay-scale is not going to be implemented for state-owned commercial banks (SoCBs) and the Bangladesh Bank (BB) although the Prime Minister approved it November 14 last year. The Finance Division informed that it could not implement the gazette notification since there was a problem regarding a law concerning the BB. This was announced at the fag end of the then government's tenure. Why did these discrepancies surface at the eleventh hour when every formality was completed? Since the initiative of framing a separate pay-scale, a quarter opposed it.
A separate pay-scale is justifiable and it is essential for newcomer bank officials. In order to make those banks profitable, the state-owned banks were restructured as per prescription of the World Bank and the IMF. These banks were made public limited companies in 2007. Newcomers in the banking profession were offered separate pay scale like that of private banks.
One of the prime objective of separate pay scale was to attract bright people to state-owned banks. Many bright officers deserted their jobs in state-owned banks or BCS since its perks and compensation package are now much lower than those of private banks. The concerned authority should look into the matter seriously in order to save the state-owned banks and Introduce separate pay scale.
