Supports for small businesses

While big businesses, if not all, lose a lot of money during the pandemic, the smaller players have suffered more in terms of loss of opportunities of millions and facing existential crisis. However, most of the small businesses reportedly could not get benefits from official stimulus packages. In countries like America, growth and struggle of small businesses are considered success and failure of more people.
Perhaps we are yet to fully understand the importance of small businesses in our development and welfare. They employ more people and ensure their solvency. It's hardly likely that millions of youths who are passing from educational institutions would at all be employed in the next one year or two.
