Surprised by OC\\\'s ad

An advertisement published in a daily Bangla newspaper prior to Eid caught my attention. It was an eye catching ad that appeared with a big size photograph of the advertiser, and the advertiser was Mohammad Mahmudul Haque, Officer in Charge (OC), Dohar thana, Dhaka. The OC conveyed Eid greetings and heartfelt congratulations to the inhabitants of Dohar upajila as well as all the people of the country on the occasion of Eid ul Fitr.
I was taken aback. We are used to seeing such ads published by public representatives and political leaders. But despite being a public servant what prompted the OC to greet the people through advertisement in the newspaper? Such ads in national newspapers are undoubtedly expensive; where the money came from? Assuming that it was borne from his personal money, the question that ponders is how a petty government servant can afford spending a big amount of money on ads? Can the agencies concerned and the police department look into it?
