Worn-out currency notes

Worn and torn-out notes have become a nuisance for the citizens. We often see commercial banks keep 100 and 500-Taka bundles of torn and worn-out notes and when a client takes out money from one bank to deposit in another bank, the latter refuses to accept the same. I often face his problem when I withdraw a big amount of money. It is not possible to check each and every note. My question is, if a currency note is torn, why should the bank hand over the same to its clients instead of sending it to the central bank for replacement.
All banks keep a notice for the general public that reads "torn and worn-our notes exchanged here". In reality when a person wants to change his torn money, the bank declines. I hope the Bangladesh bank will look into this matter and instruct all commercial banks not to deliver any worn-out notes which may create troubles for the people. Furthermore, the central bank should immediately replace all torn notes and save the common people from unnecessary harassment. I am sure if the central bank wants, it can solve this problem instantly.
