CPA hands over papers on NCT to ACC today

CHITTAGONG, Sept 25: Responding to a request of the Anti-corruption Commission (ACC), the Chittagong Port Authority (CPA) is furnishing all papers and information relating to appointment of private operator for cargo handling at the newly-built NCT.
The port officials said the authority is primarily sending 14 papers to the ACC tomorrow (Wednesday) regarding selection of pre-qualified bidders and relevant proceedings on tendering process of the New Mooring Container Terminal (NCT).
According to the sources, the papers included file noting, note sheet, prequalification documents, observations made by relevant authorities, tender evaluation, changes in the tender documents, copy of selection of pre-qualified bidders and the latest position of the NCT.
In addition, the CPA has also been requested to provide the ACC with Public Procurement Rules (PPR), Public Procurement Act (PPA), Public-Private Partnership (PPP) guideline and Bangladesh Private Sector Investment guideline.
When contacted, Project Director of the NCT Captain Nazmul Alam told this correspondent that the CPA was sending the papers, files and information following a letter dated September 19 from the ACC, which reached them Sunday last.
A review panel formed by Central Procurement Technical Unit (CPTU) has cancelled the latest selection of pre-qualified bidders' list and the tender called in June last on that basis.
The panel has also directed the CPA to call re-tenders for appointment of an operator for cargo handling from among the four pre-qualified companies listed in 2008.
Earlier on August 14, the Philippines-based terminal operator International Container Terminal Services, one of the pre-qualified bidders, lodged an allegation with the CPTU and the UK-based Peninsular & Orient Steam Navigation Company (P&O) filed another complaint alleging anomaly in the tender process.
