Four of the six reform commissions formed in the first phase will submit their respective reports to Chief Adviser Prof Muhammad Yunus today as the interim government prepares to consult political parties and stakeholders tomorrow to finalise the draft 'July Proclamation'.
During a press briefing on Tuesday evening, adviser Mahfuj Alam said that political parties which supported the July mass upsurge will be invited to the dialogue to foster a consensus on the proclamation.
"The date for the announcement of the July Proclamation will also be determined during the meeting," he added.
The July Proclamation will outline the context of the mass upsurge, and a legal document may be prepared based on this proclamation that seeks to institutionalize what students call 'July Revolution'.
In response to a question, he mentioned that the draft was shared with several political parties, including BNP, Jamaat, Gono Shanghai, Islamic Andolon, and Gono Odhikar Parishad.
While most parties have accepted the majority of the points in the draft, they have reservations about some points, which they will discuss during the dialogue, Mr. Mahfuj explained. The Proclamation will only be announced once a consensus is reached.
Jatiya Party, not considered a pro-July mass-upsurge party, was excluded from the dialogue, he added. Asked if the proclamation will be incorporated into the constitution, he stated that this document will explain the legal basis of the current government and will be binding on the next elected government.
During the briefing, Press Secretary to the CA, Shafiqul Alam, announced that four reform commissions will submit their reports today, and a summary of the reports will be made public.
UNB adds: Members of the four commissions will go to the Chief Adviser's Office in Tejgaon to hand over their reports, Alam said.
Advisers of the interim government will also be there, and there will be discussion that is expected to continue till 1:30 pm.
"They (commissions) will share the whole thing with an elaborate description of their findings and recommendations," said the Press Secretary.
After the meetings with the Chief Advisers, the media will be briefed at the FSA at 3 pm today, Alam said, adding that they are not sure yet who among the advisers will brief the media.
Responding to a question, the Press Secretary said they will share at least the executive summaries of the reports in addition to sharing the key features.
Earlier, the interim government expected five out of six reform commissions to submit their reports by January 15 in line with the extended timeframe.
The six commissions are the Electoral System Reform Commission headed by Dr Badiul Alam Majumdar, the Police Administration Reform Commission headed by Sarfaraz Hossain, the Judiciary Reform Commission headed by Justice Shah Abu Naeem Mominur Rahman, Anti-Corruption Reform Commission headed by TIB's Dr Iftekharuzzaman, Public Administration Reform Commission headed by Abdul Mueed Chowdhury, and Constitution Reform Commission headed by Distinguished Prof at Illinois State University Dr Ali Riaz.
