The cabinet directed the authorities concerned Monday to constitute a committee for expediting government recruitment process and bringing dynamism in public administration to ensure timely completion of development programmes.
The cabinet secretary will be the head of the committee. Its other members will be the secretaries of finance and public administration ministries and Prime Minister's Office. However, if needed, the committee can co-opt other secretaries.
The committee will develop a mechanism to accelerate the process of recruitment to government organisations. It will also work to create new posts in public administration.
"The cabinet has observed that lack of sufficient manpower in different government organisations caused slow implementation of development programmes. It has directed the authorities concerned to appoint fresh manpower to bring dynamism in the functioning of government organisations," cabinet secretary Mohammad Musharraf Hussain Bhuiyan told the media after a regular cabinet meeting on the day.
Prime Minister Sheikh Hasina presided over the meeting at the Cabinet Division of Bangladesh Secretariat.
When asked about the number of manpower to be recruited the cabinet secretary said, "It is yet to be decided. The decision will be taken after the committee is constituted."
He said the cabinet has asked the authorities concerned to expedite its directive on January 20 for preparing time-bound action plans of different ministries in line with the government's election manifesto as well as previous experiences.
The cabinet also asked for accelerating the work on reviewing over 550 ordinances, promulgated during the two military governments, which were later repealed by the High Court (HC).
The cabinet, after cancellation of the fifth and seventh amendments to the constitution by HC, has directed the authorities concerned to review the revoked ordinances, determine which ones are necessary, and draft fresh laws in Bangla by updating those ordinances.
"After reviewing 550 ordinances, the Cabinet Division has decided to take necessary steps to draft 257 ordinances as fresh laws," Mr Bhuiyan said.
He said of the ordinances, 16 have already been brought as fresh laws, of which 11 have been passed in the parliament.
The cabinet has expressed satisfaction over the implementation rate of its decisions during the first three months of the current year.
From January 12 to March 31 the cabinet took 37 decisions. Out of those, 18 decisions (48.65 per cent) were implemented. Two laws have been passed in the parliament.
The cabinet was apprised of the participation of Bangladesh delegation in the Commonwealth ICT Ministers' Conference 2014, held in London from March 3-6.
