The economic relations division (ERD) has revealed that some ministries and divisions were directly negotiating with the donor agencies and countries to release development aid and grants bypassing it, sources said.
These ministries and divisions not only negotiate and strike deals with donors individually but also do not feel it necessary to take prior approval of the ERD to open accounts with the central bank to receive aids and grants.
The ERD, the agency authorised officially to deal with the aid agencies and the donor countries as per the Rules of Business 1996. The division has recently brought the deliberate deviations of the rules to the notice of the ministry of finance (MoF).
Sources said such activities by the ministries and divisions are putting the ERD in a difficult situation.
The ERD has to face problems while approving such negotiations and deals for the proper release of the aid and the grants.
